Applicants must secure a loan preapproval and a final loan through a MOHCD Participating Lender who have an “X” marked under BMR.


All titleholders/borrowers must complete a first-time homebuyer workshop through one of the City’s 5 approved first-time homebuyer counseling agencies in order to apply. Please visit for a schedule of upcoming classes. 


Verification of Homebuyer Education Completion or Certificate of Homebuyer Education from a MOHCD approved first-time homebuyer counseling agency is required. Verification of Homebuyer Education Completion is valid for 1 year from the date of issuance.

A copy of the mortgage loan pre-approval and homebuyer counseling verification for every adult household member on loan and title to the BMR unit must be included with the BMR lottery application.

Applicants are encouraged to apply for down payment assistance. All MOHCD Participating Lenders should explore down payment and grant options with BMR buyers.

Households must be as many people (or more) as number of bedrooms in the unit to apply.

How to Submit a Lottery  Application

Two methods to submit a Lottery Application:


1. Submit an electronic application via a ShareFile secure link.  Submit Application


Instructions: You must compile the application form and all required documents into one PDF file, and name the PDF file as “BMR Address – Last Name, First Name” (Example, 123 Sample Street Unit A – Smith, John).

2. Submit a paper application by US Mail to:

Instructions: In order to receive your lottery number, you must include a self-addressed stamped envelope, otherwise your lottery ticket number will not be mailed to you. Applications must be received by the deadline and postmarks will not be considered.

Lottery preferences

All individuals and households may enter the lottery for a BMR unit.


However, the following lottery preferences will apply:


  1. Certificate of Preference Holders. More information about the COP Program can be found here:
  2. Applicants who live or work in San Francisco. Households that submit acceptable documentation that at least one member lives in San Francisco or works at least 75% of working hours in San Francisco will be given this preference.  
  3. Members of the general public.


Applicants in each preference category must meet program requirements in order to complete the sale.
