MINUTES OF A REGULAR MEETING OF THE CITIZENS COMMITTEE ON COMMUNITY DEVELOPMENT
HELD ON October 16, 2000

The members of the Citizen's Committee on Community Development monthly meeting at 25 Van Ness Avenue, 3rd Floor Conference Room at 5:30 p.m. on October 16, 2000 the place and date duly established for holding such a meeting.

Jerry Levine, Interim-Chair called the meeting to order at 5:35 p.m. On roll call, the following were present:

Tom Ruiz, Philip Ting

The following were excused absent:

Approval of Minutes

The September 18, 2000 minutes were not approved a quorum was not available.




Director's Report:

Pamela David, Director reported on Mayor Brown's Small Business Press Conference held on September 28th in the Board of Supervisors Chamber. Mayor Brown placed great attention to the historical Mexican Villa Restaurant in the Mission District and the Personnel Staffing Company in Bayview Hunter's Point. The Mayor also held a Non-Profit Press Conference on October 3rd to address San Francisco current non-profit issues. Mayor Brown reports on MOCD Non Profit Study survey administered by Compass Point that was sent to two thousand organizations. Due to the rising increase in rents many organizations may be unable to renew current leases. Mayor Brown also disclosed a report on space being made available by the Port of San Francisco for the Art's Cultural Center and various other alternatives that are being discussed in an effort to assist non-profits that are being impacted by the economy.

·          Pamela David reports on her newly formed (PANS) Non-Profit steering committee that includes individuals of city government, the private sector and non-profit foundations. We have began to meet on a regularly basis to discuss and deal with possible alternatives ranging from short and long term strategies and possible rent subsidizes for the various non-profits throughout the city.

·          Anna Yee, Planning Manager and CCCD openly discussed minor changes and newly included information to this year's 2001 RFP. Currently we have not completed the process of our 2-year program, once we have the program in place we will then select participants.

·          Pamela David briefly discussed CCCD nominations. Currently we have received nominations for Philip Ting as Chair and Dan Sullivan as Vice-Chair, unfortunately due to a quorum not being available at this month's meeting we were unable to hold an election. Ms. David has requested all CCCD members who are unable to attend next month's meeting to elect the Chair and Vice-Chair by telephone proxy. Ms. David has also recommended that all subcommittees begin electing new chairs and if any members interested in changing from their current committee to another please do so before this year's RFP process begins.



·          Ray Moisa reports, the Planning Commission has approved Friendship House plan to increase their current facility to accommodate 80 transitional beds. They have identified majority of funding needed to begin construction. He also thanked MOCD for the Friendship House first $20,000 CDBG grant received when their program first began many years ago.


·          Jerry Levine-Interim Chair has suggested possibly hosting our monthly meeting at various non-profit organizations that are currently receiving funding. This would not only allow us an opportunity to visit and tour or agencies but also this would encourage additional participation from individuals that would not normally attend our monthly meeting.

The Chair asked for a motion to adjourn. This motion was seconded and unanimously carried. The meeting adjourned at 6:55 p.m.
