MINUTES OF A REGULAR MEETING OF THE CITIZENS COMMITTEE ON COMMUNITY DEVELOPMENT
HELD ON September 17, 2001


The members of the Citizen's Committee on Community Development monthly meeting at Visitacion Valley Elementary School - 55 Schwerin on September 17, 2001 the place and date duly established for holding such a meeting.

Philip Ting, Chair called the meeting to order at 5:35 p.m. On roll call the following were present:

Approval of Minutes

The August 2001 minutes were approved.


Director's Report:

Pamela David, Director reports on thanked the CCCD Committee that we're able to attend today's tour of Visitacion Valley. It has given us an opportunity to show the committee what has actually gone into making the neighborhood successful with the assistance of the agencies that contribute to the needs of the neighborhood. We have invested a lot of time and efforts to make the changes of the neighborhood successful.

Anna Yee, Planning Manager report's on this year's Needs Hearing and the areas of focus. This year's Needs hearings will focus on the following areas; affordable housing; community facilities; community infrastructure. We will also focus on the affordable housing and provide information on each section.

Pamela reports on prospective changes in this year's budget we have anticipated a substantial cut into the dollar amount that would be allocated to the Block Grant Program. We will have less dollars this year for our agencies so we will need to become creative when allocating funds.

The Economic Development Loan committee has begun reviewing proposals received for the Asian Pacific Islander proposal. We hope to have prospective applicants recommendations at next month's meeting for your review.

Allen Community Development Corporation we're unable to address the stipulation and make the appropriate changes that were placed on their program at the beginning of the year. Due to the changes not taken place we have decided to revoke their funds that were placed on reserve contingent on these changes. We have notified they agency of this decision and encouraged them to reapply for funding next year.

The Black Chamber of Commerce was unable to demonstrate enough capacity and meet the criteria's set to receive funding through the Block Grant Program.

New Business

·          CCCD members would like to schedule a tour and meeting for every few month's. OMI neighborhood has been selected as the next focused neighborhood tour.
·          CCCD monthly meeting in October 2001 has been canceled.
·          This year's Needs Hearing will be held on Monday, October 1st,, Wednesday, October 3rd, Thursday, October 11th, Monday, October 15th.. A copy of the notice will be sent to each member to schedule accordingly.
·          Announced Toni Kaplanis retirement a longtime employee of our staff will retire after 32 years of service with the City and County of San Francisco.



·          We are very close to launching our Space Loan Fund program. This program has been created to assist the various non-profits that are in trouble to help with recouping their losses and elevate.
·          CCCD monthly meeting (October) has been canceled.

Brenda Lopez, introduced herself as the Visitacion Valley Childcare Center coordinator.

Adjournment

The Chair asked for a motion to adjourn. This motion was seconded and unanimously carried. The meeting adjourned at 6:30 p.m.
