Review of Agenda by Mayor’s Office of Housing Staff
Introduction of CAC Members and Staff
Regular Agenda:
Adoption of Rules and Regulations: Discussion and comment by committee members on proposed Draft Rules and Regulations and possible action to adopt final Rules and Regulations governing the duties of Officers, and the conduct and scheduling of regular and special meetings of the Committee.
Election of Interim or Permanent Officers: Discussion and action regarding whether to elect interim or permanent President and Vice President. Committee members may decide at this meeting to elect interim officers for a limited period of time in lieu of permanent officers.
Election of Officers: Nomination and election of interim or permanent Officers.
Sunshine Ordinance Presentation by City Attorney – Informational presentation / no action
Surplus City Property Ordinance Presentation by City Attorney – Informational presentation of contents of and recent amendments to San Francisco Administrative Code Chapter 23A, no action
Proposed Program Implementation Schedule – Discussion and possible action. Staff will present for Committee review, comment, and possible adoption a proposed Draft program implementation schedule outlining how Committee responsibilities under the Ordinance will be carried out.
Summary of 2003 Surplus Property Report – Informational presentation, no action. Staff will present the results of the initial Surplus Property Report and describe the process that led to the jurisdictional transfer of certain properties listed in that Report to MOH for consideration of their suitability for use in accordance with the priorities of the Surplus Property Ordinance.
Committee Members Questions and Comments.
Public Comment: At this time, members of the public may address the Citizens Advisory Committee on items of interest to the public that are within the subject matter jurisdiction of the Committee but do not appear on the agenda. With respect to agenda items, the public will be given an opportunity to address the Committee when the item is reached in the meeting. Each member of the public may address the Committee for up to three minutes.
To facilitate timely public comment, those wishing to address the Committee should fill out a “speaker card” provided by the Committee Secretary and submit the completed card to the Secretary at any time during the meeting.
The Brown Act forbids a Committee from taking action or discussing any item not appearing on the posted agenda, including those items raised at Public Comment. In response to public comment on an item that is not on the agenda, the Committee is limited to:
briefly responding to statements made or questions posed by members of the public, or
requesting staff to report back on a matter at a subsequent meeting, or
directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).)

CELL PHONE AND/OR SOUND-PRODUCING ELECTRONIC DEVICE USAGE AT HEARINGS
Effective January 21, 2001, the Board of Supervisors amended the Sunshine Ordinance by adding the following provision: The ringing of and use of cells phones, pagers and similar sound-producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices (67A.1 Prohibiting the use of cell phone, pager, or other similar sound-producing electronic devices at and during public meetings).

City Hall, Room 408 is wheelchair accessible. The closest accessible BART station is Civic Center, three blocks from City Hall. Accessible MUNI lines serving this location are: #42 Downtown Loop, and the #71 Haight/Noriega and the F Line to Market and Van Ness and the Metro stations at Van Ness and Market and at Civic Center.
