(a) 1051 Palou Avenue Site: Staff of the Mayor's Office of Housing (MOH) will present for Committee review, discussion and possible action an analysis of the development potential and marketability of the site for light industrial uses.

(b) 840 Clipper Street and 195 Portola Drive: For possible reconsideration by the Committee of its previous recommendations regarding the transfer of these sites to the jurisdiction of MOH, staff of the Mayor's Office of Housing will present an analysis of the open space designation (OS) of these sites per the Height and Bulk maps of the City and County of San Francisco vis-à-vis the definition of  Property and the compilation of the Surplus Property Report per Chapter 23A of the Administrative Code, the Surplus City Property Ordinance.

(c) Discussion of Ways to Increase the Number of Surplus City Properties: Following a summary presentation by staff of the Mayor's Office of Housing of how City properties are deemed surplus per the Surplus City Property Ordinance, the Committee will discuss ways to increase the number of surplus City properties that are available for evaluation and disposition for purposes and uses consistent with the Ordinance.

6. Public Comment
At this time, members of the public may address the Citizens Advisory Committee on items of interest to the public that are within the subject matter jurisdiction of the Committee but do not appear on the agenda. With respect to agenda items, the public will be given an opportunity to address the Committee when the item is reached in the meeting. Each member of the public may address the Committee for up to three minutes, unless the presiding Committee Chair or Vice Chair grants an extension of time.

To facilitate timely public comment, those wishing to address the Committee should fill out a  speakers card provided by the Committee Secretary and submit the completed card to the Secretary at any time during the meeting.

The Brown Act forbids a Committee from taking action or discussing any item not appearing on the posted agenda, including those items raised at Public Comment. In response to public comment on an item that is not on the agenda, the Committee is limited to:

briefly responding to statements made or questions posed by members of the public, or
requesting staff to report back on a matter at a subsequent meeting, or
directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).)

CELL PHONE AND/OR SOUND-PRODUCING ELECTRONIC DEVICE USAGE AT HEARINGS
Effective January 21, 2001, the Board of Supervisors amended the Sunshine Ordinance by adding the following provision: The ringing of and use of cells phones, pagers and similar sound-producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices (67A.1 Prohibiting the use of cell phone, pager, or other similar sound-producing electronic devices at and during public meetings).

City Hall is wheelchair accessible. The closest accessible BART station is Civic Center, three blocks from City Hall. There is accessible parking in the vicinity of City Hall at Civic Center Plaza and adjacent to Davies Hall and the War Memorial. Large print copies of the agenda will be made available on request. In order to allow individuals with environmental illness to attend meetings, all are asked to refrain from wearing perfume or other scented products.

SUBMITTING WRITTEN PUBLIC COMMENT TO THE SURPLUS PROPERTY CITIZENS ADVISORY COMMITTEE
Persons who are unable to attend the public meeting may submit to the Surplus Property Citizens Advisory Committee, by the time the proceedings begin, written comments regarding the subject of the meeting. These comments will be made a part of the official public record, and brought to the attention of the Surplus Property Citizens Advisory Committee.
