1064-1068 Mission St RFQ

The City and County of San Francisco (the “City”), acting through the Mayor’s Office of Housing and Community Development (“MOHCD”) is seeking submittals from qualified teams to develop permanent supportive housing and ground floor community-serving space on two parcels that will be owned by the City. The parcels, 1064-1068 Mission Street (Block 3703, Lots 084 and 040, respectively), are adjacent to the James R. Browning Courthouse at the corner of 7th and Mission Streets. Respondents to this Request for Qualifications (“RFQ”) must be comprised of the following: a non-profit developer with experience developing affordable permanent supportive housing in San Francisco or a for-profit developer working in partnership with a nonprofit developer, of which one of the joint venture partners must have experience developing affordable permanent supportive housing in San Francisco (the “Developer”); a property manager with experience serving the target population; a qualified supportive services provider with experience serving the target population and an architect with experience designing affordable housing and conducting a community design process. Furthermore, at least one entity of the development team must have experience successfully designing and/or constructing modular residential buildings. Such experience may be held by Owner/Developer, Architect, or other consultants (i.e. Construction Manager, associate Architect, etc.).

As a condition of disposition of the parcels from the federal government, the proposed permanent supportive housing must be operational within 3 years (36 months) of a fully executed Grant Deed between the City and the U.S. Department of Health and Human Services. As part of the Qualifications submission, respondents should demonstrate ability to complete developments in compressed time frames in order to demonstrate ability to meet this timeline.
